Andhra Pradesh Cabinet has cleared the A.P. Disha Bill 2019 on Wednesday. The Disha Bill is an amendment to the Criminal Law 2019 that awarding the death penalty for the offenses of rape and gang rape and expediting the verdict in trails of such cases to 21 days. In the ongoing session of the Assembly, the legislation of Disha Bill is listed under the Criminal Law Amendment Bill 2019.
The cabinet of Assembly has agreed to the introduction of the A.P. court for specified evil doings against Women and Children Bill 2019. The particular offences against women and children included acid attacks, rape and gang-rape, sexual harassment, voyeurism, stalking, and other relevant cases under the Protection of Children from Sexual Offences (POCSO) Act.
The A.P. Criminal Amendment Bill 2019 predicts the completion of investigation and trial in seven and fourteen working days respectively if there is adequate conclusive evidence. By introducing the Disha Bill to the criminal law 2019, the total judgment time will be reduced to 21 days from the existing four months according to the reports from government officials.
The proposed laws allowing making the amendments to the relevant provisions in the Indian Penal Code 1860 and the Code of Criminal Procedure 1973. Additionally, the provisions need to be made for Sections 354-E and 354-F in the IPC to deal with the harassment of women through social media and sexual assault of children respectively.

- Under the section of 354-E for harassment of women through social media, digital mode, or any other form, the law has been proposed to imprisonment for up to two years and four years on first conviction and subsequent convictions respectively.
- The imprisonment is required to be increased to a minimum of five years and to a maximum of seven years under the section of 354-F for molestation or sexual assault.
On Dec 9th, 2019, the Chief Minister of Andhra Pradesh Y.S. Jagan Mohan Reddy that he tried to pass the Disha Bill speedily against the rape cases across the state. Additionally, he also mentioned that the A.P government doesn’t tolerate the crimes against women and children as well.
To ensure the death penalty for rape verdicts, the state government has taken a step forward to implement the Disha Bill which is an amendment bill to the A.P. Criminal Law 2019. With the developing of Disha Bill, the judgment time will reduce to 21 days in such cases of criminal activities against women and children that included rape and gang-rape, sexual harassment, acid attacks, etc. The Disha Bill is a good revolutionary amendment to the existing criminal laws in the Andhra Pradesh state that strictly pass the laws against criminal activities against women and children.
